Job Overview

As the Fraud Risk Manager for PalmPay Philippines, you will be the tactical commander responsible for safeguarding our 3C/Smartphone financing business against sophisticated fraud vectors.

This is NOT an academic or theoretical role. We are looking for a field-hardened, data-driven practitioner who can balance sharp operational metrics with gritty, boots-on-the-ground fraud investigations. You will directly manage three frontline defense units to combat organized loan syndicates, merchant/promoter collusions, and identity theft across our retail footprint in the Philippines.

Key Responsibilities

1. Frontline Anti-Fraud Operations & Team Management

  • Pre-Disbursement Verification (Welcome Call): Oversee the calling strategy and team performance to detect loan broker behaviors, "ghost loans" (third-party applications), and high-risk profiles prior to loan release. Maximize contactability while maintaining high detection accuracy.
  • Desktop Credit Review: Design and execute secondary manual review workflows. Train underwriters to spot mismatched application data, altered documentation, and digital tampering (e.g., photoshopped payslips or IDs).
  • Field & Merchant Investigation: Command the field investigation team. Establish high-efficiency SOPs for rapid deployment to dealer shops and Point-of-Sale (POS) outlets when fraud anomalies or velocity alerts trigger.

2. Merchant Collusion & Syndicate Suppression

  • Lead deep-dive investigations into Internal Fraud and Merchant Collusion—specifically targeting rogue sales promoters or retail dealers who fabricate applications, manipulate customer data, or facilitate illegal cash-out operations.
  • Establish proactive mechanisms to detect and dismantle local Loan Brokers (Syndicates) who recruit dummy applicants (mules) to buy and split smartphones.
  • Build strong industry intelligence networks and collaborate closely with corporate legal teams and local law enforcement agencies (PNP/NBI) to initiate legal actions against fraud rings.

3. Data Analytics & Process Metrics Monitoring

  • Monitor and analyze key fraud process metrics daily: Application Fraud Rate, Identity Impersonation Rate, First Payment Default due to Fraud (Fraud-FPD), and False Positive Rates.
  • Leverage data patterns (e.g., abnormal spikes in application velocity from specific dealer outlets, devices, or geographic clusters) to trace root causes.
  • Translate field investigation findings back into the risk engine by collaborating with the tech and model teams to refine e-KYC parameters, device fingerprinting, and blacklists.
Job Requirements (Strict Gateways)
  • Industry Experience: 4+ years of solid fraud risk experience specifically within Device Financing / 3C Point-of-Sale (POS) Lending or Digital Consumer Finance in the Philippines. Direct alumni from Home Credit, Salmon, Skyro, or Billease are highly preferred.
  • Proven Fieldwork Track Record: Must have hands-on experience in Field/Offline Fraud Investigations. You must know how to conduct field cross-examinations, shop audits, and handle uncooperative merchants or promoters.
  • The "Doer" Persona: We reject purely theoretical candidates. You must possess an investigative mindset, a high level of physical energy to drive frontline results, and unyielding professional integrity under pressure.
  • Strong Data Analytics (Non-Academic): Highly proficient in Excel and SQL. You do not need a PhD in statistics, but you must be able to independently extract data, run cross-tabs, spot anomalies in massive transaction sheets, and map out syndicate networks using data.
  • Local Ecosystem Knowledge: Deep understanding of the Philippine identity landscape (e.g., UMID, PhilSys/National ID, Driver's License quirks), local payment behaviors, and regulatory boundaries (NPC/Data Privacy Act).
  • Communication: Excellent verbal and written English communication skills. Proven capability to lead a local operations team while collaborating seamlessly with cross-border management.
