Job Summary:
  • We are seeking an experienced Government Relations Manager to lead our engagement with Philippine regulators and government agencies. You will play a critical role in shaping the policy environment for our mobile phone installment/BNPL business, ensuring compliance, and building a strong reputation with key stakeholders.

Key Responsibilities:
Government Engagement:
  • Develop and maintain strategic relationships with key Philippine government agencies and regulators, including Bangko Sentral ng Pilipinas (BSP), Securities and Exchange Commission (SEC), Anti-Money Laundering Council (AMLC), National Privacy Commission (NPC), and Department of Trade and Industry (DTI).
  • Serve as the company's primary representative in government affairs, ensuring a professional and transparent presence before regulators.

Regulatory Monitoring & Response:
  • Track and analyze legislative and regulatory developments affecting the fintech, consumer lending, and data privacy sectors; assess potential impact and provide strategic recommendations to management.
  • Lead or assist in securing and maintaining necessary licenses (e.g., Lending Company registration, Quasi-Bank licenses) and managing permit renewals and compliance filings.

Crisis Management & Coordination:
  • Coordinate internal resources (Legal, Risk, Operations) to respond to regulatory inquiries, examinations, or investigations in a timely and compliant manner.
  • Manage government-related crises to protect the company's operational stability and reputation.

Industry Ecosystem Building:
  • Represent the company in industry associations (e.g., Fintech Philippines Association) and public forums to enhance the company's influence and thought leadership.
  • Engage with academics, media, and think tanks to foster a favorable policy and public opinion environment.

Internal Collaboration:
  • Work closely with Legal, Compliance, and Operations teams to ensure business practices align with evolving regulatory requirements.
  • Provide regular updates and reports to headquarters on the Philippine policy landscape.

Qualifications:
  • Education: Bachelor's degree in Law, Political Science, Public Administration, International Relations, or a related field. A Juris Doctor (JD) or LLB degree is highly preferred.
  • Experience: Minimum 5+ years of experience in government relations, public policy, or regulatory affairs, with at least 2 years in the fintech, banking, consumer finance, or payments industry.

Network & Knowledge:
  • Established network and relationships with Philippine government agencies, particularly BSP, SEC, AMLC, and NPC.
  • Deep understanding of Philippine government structures, legislative processes, and political protocols.

Industry Expertise:
  • Familiarity with mobile installment lending, BNPL (Buy Now, Pay Later), and digital credit business models and their regulatory frameworks.
  • Knowledge of key regulations including AML/CFT, Data Privacy Act (RA 10173), and Lending Company Regulation Act.

Language & Communication:
  • English: Fluent (written and spoken) – ability to draft professional policy papers and communicate effectively with high-level government officials.
  • Tagalog: Native or near-native proficiency (mandatory) – essential for formal and informal government interactions.
  • (Bonus) Basic Mandarin Chinese communication skills to facilitate coordination with China HQ.

Other Requirements:
  • Must be a Philippine citizen or hold a valid local work visa.
  • Excellent negotiation, interpersonal, and crisis management skills.
  • High level of integrity, discretion, and professionalism.
  • Willingness to travel as needed for government engagements.
