PALMPAY is a Pan-African fintech company currently operating in Nigeria, Ghana and Kenya and expanding to other markets in 2023, including Egypt. We’re reinventing the payments experience by making it easy and reliable for everyone to transfer money, pay bills and shop online. We are seeking a visionary and execution-driven Chief Technology Officer (CTO) reporting to head our technology strategy, architecture, and platform execution. This individual must have in-depth knowledge of the Ghana payment ecosystem, including direct experience integrating with GHIPSS, Interswitch, and local banks, as well as working closely with regulatory bodies such as the Bank of Ghana (BOG).

The ideal candidate will combine strong technical leadership with a deep understanding of regulatory compliance, system scalability, and local financial infrastructure, and will play a key role in driving the next phase of our company’s growth.

Key Responsibilities:
Define and implement the overall technical strategy aligned with business goals, regulatory requirements, and platform scalability.

Build and lead high-performing engineering, DevOps, and security teams across local and remote locations.

Manage integrations and maintain strong working relationships with GHIPSS (GHIP, USSD), Interswitch (Verve, Quick teller), commercial banks (e.g., GT Bank, Access Bank, UBA), and other key payment stakeholders.

Lead technical and compliance collaboration with BOG and ensure the platform meets all regulatory and certification standards (e.g., PCI-DSS, ISO 27001, GDPR).

Oversee the development of core payment components such as payment gateway, wallet, settlement engine, virtual accounts, USSD interface, and real-time transaction routing.

Establish robust system architecture for performance, scalability, and high availability in mission-critical payment systems.

Proactively monitor regulatory updates and ensure ongoing alignment with AML, KYC, data protection, and fintech sandbox frameworks.

Support product and commercial teams in launching compliant, localized financial products quickly and securely.

Represent the company in technical discussions with external partners, regulators, and investors.

Requirements:
Bachelor's degree or higher education in Computer Science, Software Engineering, or a related field.

Minimum 8 years of experience in technology roles, with at least 3 years in a leadership capacity in fintech or financial services.

Deep expertise in the Ghana payment ecosystem, including hands-on experience with GHIPSS APIs, Interswitch integrations, and bank connectivity (e.g., account validation, fund transfers, KYC services).

Strong understanding of BOG regulations, fintech licensing structures, and audit/reporting requirements.

Experience designing and managing scalable distributed systems, microservices, database architecture, and secure APIs.

Solid grasp of compliance frameworks including PCI-DSS, ISO/IEC 27001, GDPR, and international data security standards.

Strong stakeholder engagement skills, particularly with banks, card schemes, and regulators.

Preferred Qualifications:
Successful track record of leading system integrations with GHIPSS, Interswitch, or Tier-1
Ghana banks.

Experience working within or around regulated entities or sandbox environments supervised by BOG.

Familiarity with POS routing systems, virtual account infrastructure, QR payments, and bulk transfer solutions.

Experience working in other African markets or with cross-border payment systems.

Exposure to RegTech, fraud prevention, or identity management systems.

Prior experience supporting funding rounds, due diligence, or investor technical presentations.
